Saber Platform: The Practical Guide to Conformity Certificates in Saudi Arabia 2026

Saber (saber.sa) is the official electronic gateway for registering conformity certificates for consumer products — both imported and locally manufactured — to enter the Saudi market. The platform operates under the supervision of the Saudi Standards, Metrology and Quality Organization (SASO) and is developed and operated by Thiqah Business Services Company. Saber has been mandatory since January 2019 and was automatically integrated with the Fasah customs platform in July 2020. This guide explains Saber services, official fees, the SADAD biller code, integrations, and the major 2026 updates.

Major Update: October 1, 2025

Saber officially announced an important update via its official account that takes effect on October 1, 2025:

What You Need to Know About the New Update

• Effective 2025/10/01, a Shipment Certificate of Conformity (SCoC) must be issued for all imported products before issuing the customs declaration.

• This requirement covers both products subject to technical regulations and products not subject to them.

• Purpose: ensuring smooth clearance of products into the Saudi market.

• This expands the previous scope of application, which was limited to products subject to technical regulations.

• Official source: Saber's official X account (@sabergov).

Frequently Asked Questions

What is the Saber platform?

Saber (saber.sa) is the official electronic gateway for registering conformity certificates for consumer products in Saudi Arabia. It operates under the supervision of the Saudi Standards, Metrology and Quality Organization (SASO) and is developed and operated by Thiqah Business Services Company. It has been mandatory since January 2019 for all importers and local manufacturers.

What is the SADAD biller code for Saber?

The SADAD biller code for Saber platform services is 144 (Ministry of Commerce - Business Services). It appears in your banking app under the name "Ministry of Commerce - Business Services." The same code is used for Saudi Business Center services (commercial registration) because they are under the same umbrella.

What is the difference between PCoC and SCoC?

PCoC (Product Certificate of Conformity): issued once per product, valid for one year, proves the product's conformity with Saudi standards. SCoC (Shipment Certificate of Conformity): issued for each separate shipment, valid for one shipment only, requires a valid PCoC. Simply put: PCoC for the product, SCoC for the shipment.

How much do Saber fees cost?

PCoC: SAR 500 for products subject to technical regulations, valid for one year. SCoC: SAR 350 per shipment. Self-declaration for local non-regulated products: SAR 500. Self-declaration for imported non-regulated products: free. Account creation: free. All fees are excluding VAT, which is added at 15%.

What is the October 1, 2025 update?

Saber officially announced that effective 2025/10/01, a Shipment Certificate of Conformity (SCoC) must be issued for all imported products — subject and not subject to technical regulations — before issuing the customs declaration. This expands the previous application scope, which was limited to products subject to regulations only.

How does Saber integrate with Fasah?

Automatic linkage between Saber and Fasah was completed on July 1, 2020. When the SCoC shipment certificate is issued on Saber, the data is automatically sent to the Fasah customs system. There is no need to print the certificate on paper as it will appear automatically in Fasah during customs clearance. This integration accelerated clearance to less than 24 hours for compliant traders.

What are Conformity Assessment Bodies (CABs)?

Conformity Assessment Bodies are private companies accredited by SASO locally and internationally that inspect products and verify their conformity with Saudi standards. They receive separate fees from Saber: technical file review (SAR 400-800), and laboratory testing (variable based on product). Importers can compare between multiple bodies before selecting.

What products are subject to technical regulations?

These are products subject to technical regulations issued by SASO and include: electrical and electronic devices, building materials, toys, textiles, safety supplies, household appliances, and others. Each technical regulation specifies the required standards and necessary tests. The list of regulated products can be checked directly via saber.sa.

Can an importer issue a certificate without inspection?

No, a conformity certificate cannot be issued for products subject to technical regulations without inspection by an accredited Conformity Assessment Body. The inspection may include only technical file review (for low-risk products), or full laboratory testing (for high-risk products like electrical). For products not subject to technical regulations, self-declaration suffices.

Can foreign investors use Saber?

Yes, foreign companies licensed by the Ministry of Investment (MISA) with a valid commercial registration can register on Saber. However, the authorized representative managing the account must have a Saudi national ID or valid residency. Foreign investors without residency need a Saudi national or resident representative. Motaded Limited provides the authorized representative service for foreign investors.

How long does it take to issue the certificate?

The duration varies by product type: low-risk products (requiring only technical file review) may take a few days. High-risk products (requiring laboratory testing for safety and electrical) may take weeks. The SCoC shipment certificate is issued quickly after PCoC confirmation and payment. It is recommended to start well before the shipment arrives.

How can I contact Saber customer service?

Saber's customer service unified number: 920008673 (available 24/7). Official email: ecare@saber.sa (24/7). Official X account: @sabergov. Official website: saber.sa for inquiries and technical support.

When Do You Need Specialized Help with Saber Procedures?

Obtaining Saber certificates, especially with the October 1, 2025 updates that expanded the mandatory scope to all products, requires precise understanding of which products are subject to technical regulations, selecting the right Conformity Assessment Body, preparing the technical file correctly, and coordinating between Saber and Fasah. Any data error or delay in issuance leads to shipment rejection at customs and re-exportation.

Companies and foreign investors commonly face recurring challenges in:

  • Determining whether a product is subject to technical regulations or not.
  • Selecting the correct customs code (HS Code) for the product.
  • Choosing the appropriate Conformity Assessment Body from multiple companies.
  • Preparing the complete technical file (catalog, specifications, prior testing).
  • Coordinating with laboratories for testing.
  • Tracking PCoC validity and renewing before expiration.
  • Providing the Saudi/resident authorized representative for foreign companies.
