Mudad Platform: The Practical Guide to Wage Protection and Payroll Management 2026

Mudad (mudad.com.sa) is the official portal for the Wage Protection System (WPS) and payroll management in Saudi Arabia. Mudad Business was established as a semi-governmental company under the National Transformation Program, in cooperation with the Ministry of Human Resources and Social Development (MHRSD), the General Organization for Social Insurance (GOSI), and supported by the Saudi Central Bank. This guide explains Mudad's systems, fees, premium package subscription, the violation justification process, and integration with Qiwa and GOSI for 2026.

Overview

Mudad regulates the financial relationship between employer and employee by electronically documenting salary disbursements under the Wage Protection System (WPS). The platform is divided into two independent systems, and an employer can subscribe to either one or both depending on their establishment's needs:

  • Compliance System (free and mandatory): For uploading monthly wage files under the Wage Protection System, tracking violations, and submitting justifications. This system is mandatory for all private-sector establishments.
  • Payroll Management System (basic package free / premium package paid): For monthly payroll management, automated bank linking, and direct salary transfers from the platform.

Key Services

1. Uploading Wage Files (Wage Protection System – WPS)

Mudad allows establishments to upload monthly wage files in CSV format for processing and matching against GOSI records. The system verifies salary payments for every employee registered at the establishment and updates the compliance percentage in real time after each upload. The wage file is electronically sealed and contains wage data and settlements for all employees.

2. Violation Justification under the Wage Protection System

This is the core service of the Compliance System in Mudad. When a violation is detected on an employee's salary (such as a shortfall in the transferred amount, delayed payment, or discrepancies between the contract and the actual transfer), the employer submits a formal justification for the violation. The justification is sent to the affected employee through their Mudad account, where they accept or reject it. The establishment's compliance percentage is updated based on the employee's response.

3. The Employee Account in Mudad

The employee account on the Mudad platform serves one clearly defined purpose: receiving justifications sent by the employer when a violation is issued on the employee's salary, then accepting or rejecting them. The employee does not perform any other services from their Mudad account. Examples of violations that may receive a justification: full salary not deposited, delayed salary payment, or differences between the agreed salary and the actual transfer.

4. Automated Payroll Management System

For establishments subscribed to the premium package, Mudad enables complete monthly payroll management directly from the platform: calculating salaries, allowances, and deductions; reviewing them before transfer; previewing violations before they are officially issued; then automatically transferring salaries from the establishment's account to employee accounts via bank integration.

5. Direct Bank Integration

Mudad supports direct integration with several Saudi banks to automatically transfer salaries from the establishment's account to employee accounts without leaving the platform. Currently supported banks: Riyad Bank, Arab National Bank, Alinma Bank, Saudi National Bank (SNB), and STC Pay.

6. Employee Data Management

Establishments can review employee data pulled automatically from GOSI and update it directly through Mudad without visiting the GOSI portal. The platform also enables manual employee addition when data does not appear automatically — useful for new employees whose GOSI registration has not yet been completed.

The Precise Relationship Between Mudad and Qiwa

The two roles are often confused, and the distinction is essential to understanding the Saudi labor system:

Qiwa Platform

Mudad Platform

Electronic employment contract documentationUploading monthly wage files
Work permit issuance and renewalTracking salary disbursement compliance
Service transfer (sponsorship)Submitting justifications for violations
Nitaqat and Saudization trackingAutomatic salary transfers to banks

How the two platforms work together:

  1. The employer first documents the employee's contract on Qiwa.
  2. Once the contract is documented in Qiwa, the employee's data and salary automatically appear in Mudad.
  3. If the employee's data does not appear automatically, Mudad allows manual addition to complete the data.
  4. After that, the employer can manage the employee's salary and upload wage files for them through Mudad.

Mudad Subscription Payment Information

• Mudad has no biller code (sadad number). Payment is made directly inside the platform via Mada, Visa, or Mastercard.

• Subscription is annual and begins from the payment date.

• Fees are subject to 15% VAT because they constitute a platform subscription, not a government service.

• The basic package is free and allows limited trial use before upgrading to premium.

• The Compliance System (wage file uploads and violation justifications) is completely free and independent from the Payroll Management packages.

B) Large Establishments (More Than 1,000 Employees)

Establishments with more than 1,000 employees do not use Mudad's standard packages. These establishments handle the Wage Protection System through direct subscription with banks:

  1. The establishment uploads its monthly payroll file in CSV format directly to the bank.
  2. After two working days, the bank issues a TXT file containing confirmation of the transfers.
  3. The TXT file is sent to Mudad for matching against the data and updating the compliance percentage.
  4. For a custom quote, direct contact with Mudad's sales team is required via the unified number 920010104.

How It Works

1. Mudad Registration and Account Activation

Go to mudad.com.sa and select the required system (Compliance System for wage protection, or Payroll Management System). Sign in with username and password and enter the verification code sent to the mobile registered in Absher. If you choose the premium package, specify the number of establishment employees to calculate the fees, then pay the annual subscription via Mada, Visa, or Mastercard.

2. Uploading Monthly Wage Files

After activation, prepare the monthly wage file in CSV format to include: each employee's ID number, basic salary, allowances, deductions, and total amount. Upload the file through the Compliance System in Mudad. The system processes the file immediately, matches it against GOSI data, and updates the compliance percentage in real time.

3. Tracking Violations and Submitting Justifications

If the system detects a violation on a specific employee's salary, it appears on the dashboard. Click on the violation to submit a written justification explaining the reason (new employee, unpaid leave, cash payment, absence, end of service, etc.). The justification is sent to the employee through their Mudad account, where they accept or reject it. The compliance percentage is updated based on the employee's response.

When You Need This Platform

Subscription to the Wage Protection System through Mudad is mandatory for all private-sector establishments regardless of size. The actual service need arises in the following situations:

  • Monthly salary disbursement for employees under the Wage Protection System (WPS).
  • A violation appearing on a salary disbursement that requires a justification before turning into a fine.
  • Linking the establishment's banking system to Mudad to automate monthly salary transfers.
  • Reviewing and updating employee data without visiting the GOSI portal.
  • Previewing the establishment's compliance percentage under the Wage Protection System.
  • Documenting the establishment's compliance for MHRSD and GOSI audits.
  • Maintaining a digital financial record that protects both parties' rights during labor disputes.

Requirements

  • Valid commercial registration linked to the establishment's Unified Number (starting with 700).
  • Active Qiwa subscription for contract documentation (a prerequisite before employee data appears in Mudad).
  • Active GOSI account with employees registered.
  • Establishment bank account at one of the supported banks: Riyad Bank, Arab National Bank, Alinma Bank, Saudi National Bank, or STC Pay.
  • Consistent employee data across Mudad, GOSI, and Qiwa.
  • Bank card (Mada, Visa, or Mastercard) to pay the premium package subscription when needed.
  • Mobile number registered in Absher to receive verification codes.

Mudad Integration with Other Government Platforms

Mudad is not an isolated platform; it is directly connected to the Saudi labor ecosystem:

Integration with Qiwa

Employment contract documentation takes place on Qiwa, not on Mudad. Once the contract is documented in Qiwa, the employee's data and salary automatically appear on Mudad without manual entry. If the data does not appear automatically, Mudad offers a manual employee addition service to complete the information.

Integration with GOSI (General Organization for Social Insurance)

Establishment and employee data are pulled from GOSI automatically, including registration data and contributions. The establishment can update employee data through Mudad, and uploaded files are matched against GOSI records to update the compliance percentage in real time.

Integration with the Saudi Central Bank and Local Banks

Mudad is backed by the Saudi Central Bank and automatically connected to local banks to track actual transfers and compare them with uploaded wage files. Banks send periodic reports to Mudad on the status of transfers.

Key Benefits of the Premium Package

  • Automatic pulling of establishment and employee data from GOSI.
  • Updating employee data directly from Mudad without visiting GOSI.
  • Reviewing employee salaries and verifying amounts before transfer.
  • Previewing Wage Protection System violations before they are officially issued.
  • Automatic bank integration for direct salary transfers from the platform.
  • Comprehensive digital record of all payroll operations supporting audits and reviews.
  • Reducing human error in calculating salaries and allowances.
  • Generating detailed monthly compliance status reports.

Frequently Asked Questions

Does Mudad have a biller (sadad) code?

No, Mudad has no biller code in banks. Payment is made directly inside the platform via Mada, Visa, or Mastercard, after selecting the appropriate package for the establishment's size.

How much is the Mudad premium package subscription?

Fees start at SAR 460 annually (SAR 529 including VAT) for establishments with 0-9 employees, scaling up to SAR 920 (SAR 1,058 including VAT) for establishments with 100-1,000 employees. Establishments with more than 1,000 employees have custom pricing determined through direct contact with Mudad sales.

Is contract documentation handled on Mudad or Qiwa?

Contract documentation is handled on Qiwa, not on Mudad. Mudad specializes in payroll management and wage protection. After the contract is documented on Qiwa, the employee's data automatically appears in Mudad so payroll management can begin.

What is the role of the employee account on Mudad?

The employee account on Mudad has a specific role: receiving justifications sent by the employer when a violation is issued on their salary, then accepting or rejecting them. Examples of violations: a shortfall in the transferred amount, delayed salary payment, or discrepancies between the contract and the actual transfer. The employee does not perform any other services from their Mudad account.

What is the difference between the Compliance System and the Payroll Management System on Mudad?

The Compliance System is free and mandatory for all establishments, covering wage file uploads, violation justifications, and compliance percentage tracking. Under this system, the establishment has an agreement with a Saudi bank to deposit salaries directly through the bank, then receives a TXT file from the bank that is uploaded through the Compliance System to verify salary disbursement. The Payroll Management System is optional, offering a limited free basic package and a paid premium package that enables bank integration and automatic salary transfers — here, salaries are transferred by linking the bank directly to the Mudad Payroll System and sending payments straight from the platform.

How do I submit a violation justification on Mudad?

Access the Compliance System dashboard, click on the issued violation, and write an appropriate justification (new employee, unpaid leave, cash payment, absence, end of service, etc.). The justification is sent to the affected employee through their Mudad account, where they accept or reject it. The compliance percentage is updated based on the employee's response.

Which banks are supported on Mudad?

Currently supported banks for salary transfers from Mudad: Riyad Bank, Arab National Bank, Alinma Bank, Saudi National Bank (SNB), and STC Pay.

Is VAT added to Mudad fees?

Yes, 15% VAT is added to the premium package subscription fees because it constitutes a platform service subscription, not a direct government service. VAT is automatically calculated in the invoice before payment.

What should I do if the employee's data does not appear automatically on Mudad?

If the employee's data does not appear automatically after their contract is documented on Qiwa, Mudad offers a manual employee addition service. This usually happens with new employees whose GOSI registration has not yet been completed, or in cases of delayed data updates between systems.

How do large establishments (1,000+ employees) handle Mudad?

Establishments with more than 1,000 employees do not use Mudad's standard packages. Salaries are transferred for them through direct subscription with banks under the Wage Protection System: the establishment uploads its payroll file in CSV format, and after two working days the bank issues a TXT file that is sent to Mudad for matching. Fees are determined through direct contact with Mudad sales.

What happens if I don't submit justifications for Mudad violations?

Violations remain active and affect the compliance percentage under the Wage Protection System. Accumulated unjustified violations lead to MHRSD penalties and may result in suspension of establishment services in the labor ecosystem, affecting the establishment's Nitaqat band on Qiwa and its visa issuance privileges.

When Do You Need Specialized Help Managing Mudad?

Monthly Wage Protection System management and follow-up on justifications for an establishment with a large workforce is precise work that does not tolerate error. Any flaw in uploading a wage file, or delay in submitting a justification for a violation, affects the compliance percentage, and accumulated violations lead to suspension of the establishment's services in the labor ecosystem.

Establishments commonly face recurring challenges in:

  • Preparing CSV wage files in the correct format before monthly deadlines.
  • Drafting justifications in a manner acceptable to MHRSD.
  • Following up on employee approvals of justifications before the deadline expires.
  • Bank integration and resolving rejected transfer issues.
  • Reconciling employee data across Mudad, Qiwa, and GOSI.
